Short sweet and simple ..Neither one is perfect But my reasons for preferring OFA over PENN Hip
1.) OFA is easier to understand Your either get a number or you don't
2.) OFA as long as your dog is Perm ID'd and vet verified your dogs results will be posted on the AKC papers helping those in the future
3.) OFA you can see the dogs that are related to your dog if they are done so you can see at least a small window in your pedigree on related animals
4.) OFA is more cost effective
PENN Hip
1.) Your given a percentile which on the form says it can change as more dogs are rated
2.) you can only know how your dog rates with in the breed not how your dog relatives are
3.) PENN hip your dog has to be anesthetized
4.) There are people who's dogs fail OFA and then turn to PENN Hip and PENN hips new web site even states cal.vet.upenn.edu/projects/pennhip/pennhip2006/FAQ/controversy.htm#bitch
The quoted what is highlighted in Bold says it all... So now we have people breeding dogs in 60 percentile like it is acceptable
There is nothing either program can do to guarantee that pups will have good hips, We can only do our best to breed animals with passing hips and also remember we are only human. But are we really going to back track because there are some dogs doing good and now try and justify breeding them by going to another program that obviously justifies breeding lessor hips.

Simply said, breeding 2 dogs in the 90th percentile will result in more rapid genetic change in the next generation than breeding 2 dogs in the 60th percentile. Be assured, however, that breeding dogs in the 60th percentile is genetically justified even if such dogs are failed by OFA because of subluxation. You must keep in mind that OFA scoring is pass/fail and not on a continuous scale as is PennHIP…
